The new call for applications for to support for productive investment programmes in the Terni-Narni crisis area within the framework of Action 3.1.1 of ERDF ROP 2014-2020 has been published in the ordinary supplement of the Official Bulletin of the Region of Umbria no. 37 on 3 September.
"The call,” said the President of the Umbria Region Fabio Paparelli, “aims to support micro, small and medium enterprises (MSMEs) that intend to carry out investment projects located in an area that includes the 17 municipalities of Umbria: Acquasparta, Amelia, Arrone, Avigliano Umbro, Calvi dell’Umbria, Ferentillo, Giove, Lugnano in Teverina, Montecastrilli, Montefranco, Narni, Otricoli, Penna in Teverina, Polino, San Gemini, Stroncone and Terni, as per the Programme Agreement of 30 March 2018. The notice has a financial allocation of €1.3M aimed at the construction of new production units and or the upgrading of existing ones. This is an important opportunity to promote the development, entrepreneurship and employment in a territory affected by a widespread crisis, through the joint activities of public and private entities. The notice, with a ranking procedure, provides non-repayable grants for tangible and intangible investments. Entrepreneurial initiatives must also involve an increase in the number of employees in the production unit involved in the investment programme".
The total eligible cost of the entire project submitted by the companies must not be less than € 50,000.00 and must not exceed the maximum limit of € 1,500,000.00. The measures of the subsidies can be comprised from 10% to 30% of the expenses considered eligible, considered net of VAT and any other accessory and financial burden.
Eligible costs include those relating to the company's land and its accommodation; masonry and similar works (purchase of buildings, construction, extension, restructuring, etc.) and specific company infrastructure; machinery, plant and equipment; machinery, plant and equipment for the technological and digital transformation of companies according to the "Enterprise 4.0" model; computer programmes (including software, systems and system integration, platforms and applications) linked to investment in "Enterprise 4.0" tangible assets.
The notice follows the call for proposals that expired in October 2018, which saw 59 projects eligible for subsidies, with €22 M active investments, of which €12.6 M relate to the parameters of Industry 4.0, for a contribution of about €6 M and with a potential increase in employment by 111 placements. The first phase of filling in and uploading the application and the second phase concerning the electronic submission of the admission application via certified e-mail, can both be carried out in accordance with the procedures set out in the call, from 10 a.m. on 4 September until 12noon on 8 November 2019.
