Pursuant to the Regional Law 1/2009, the Regional Company for the Economic Development of Umbria - Sviluppumbria S.p.A. “provides instrumental activities and services for the departments of the Regional Authority and public member organisations”.
The law states that Sviluppumbria shall fulfil its “mission” by means of various activities, including those “to support the creation of business...” (Art. 2, paragraph 4, letter e). To do so, it will also implement the connected instrumental activities and services for the Regional Authority itself. The Regional Law No. 1/2009 continues to say that the aforementioned “Regional Company for the Economic Development of Umbria - Sviluppumbria S.p.A.” was transformed into an entirely public joint-stock company based mainly on regional partnerships, as it has to operate, pursuant to the current legislation, as “In-house providing” for the Regional Authority and for the other public Partners.
Sviluppumbria can boast numerous years of experience in managing regional laws, such as the Regional Laws 24/88 and 12/95 and other tools, using structural funds to encourage employment, with the support of new, entrepreneurial initiatives in favour of disadvantaged and non-disadvantaged persons. This also includes the Consortium Coimpreso to support social entrepreneurship using the resources POR Ob.3 2000-2006, the Incubator Impresa Donna, the Consortium Novaumbria, supporting processes of self-employment and entrepreneurial birth-rates, especially in the service, not-for-profit and social economy sectors. It promotes technological innovation and company spin-offs and also promotes women in the work place and female entrepreneurship. It supports initiatives of microcredit (www.microcredito.sviluppumbria.it), to encourage investments in the cooperative world - Foncooper (www.foncooper.sviluppumbria.it).
In the Decision of the Regional Council No. 1131 of 15/10/2013, the Umbria Regional Authority identified Sviluppumbria S.p.A. as its “in house” company, the competent structure to manage the Financial Engineering Fund “Loan Fund”.
The objective is to encourage funding for company projects designed by SMEs, by granting funding at discounted rates. From an operational point of view, the tool also envisages the involvement of Banks which have signed a specific protocol of understanding. They are asked to co-finance the individual project together with the Founder, according to specific percentages indicated in the Public Announcement.
